Expense software should make the policy the easy path, for the employee and for the approver

Employees judge an expense tool by the phone app. Finance should judge it by policy enforcement, receipt evidence and how cleanly it posts to the ledger.

Published 29 October 2026; vendor pages read 29 October 2026.

Choose expense management software by how well it turns a receipt into a compliant, coded, approved entry in your ledger with as little effort from the employee as possible. Test receipt capture, policy rules, approvals, reimbursement and card reconciliation with your own policy and your own card programme; the products differ most in how they handle the exceptions.

This guide is for controllers, finance managers and anyone who owns the travel and expense policy. It does not rank products. The vendors are listed alphabetically below, with the same facts for each taken from their own pages.

Who needs this, and when

The usual triggers: expense reports in spreadsheets, receipts chased at month-end, out-of-policy spend found only after reimbursement, card statements reconciled by hand, or employees waiting weeks to be repaid. The IRS expects documentary evidence that, together with your record, supports each element of an expense 1, so the receipt is not optional; the software's job is to collect it at the moment of spend.

Some products bundle corporate cards, travel booking or bill pay. If you are choosing a card programme at the same time, read the corporate cards guide first: the card often decides the expense tool.

Requirements checklist

Expense management: requirements

Must have: every product on your shortlist should do it. Depends on you: test it if your situation calls for it.

Must have

  • Receipt capture by phone, email and forwarding, with the image stored against the transaction.
  • Policy rules by category, amount, role and location, applied before approval.
  • Approval chains with delegation, and a log of each decision.
  • Card feeds from the cards you use, matched to receipts automatically.
  • Sync to your ledger with categories, departments and tax codes.

Depends on you

  • Reimbursement by direct deposit or payroll, if employees pay with their own cards.
  • Mileage and per diem, if staff drive or travel often.
  • Travel booking in the same product, if you want travel policy enforced at booking.
  • Multiple currencies and VAT reclaim, if staff spend abroad.

Implementation timeline

  1. Week 1: write the policy down. Categories, limits, per diems and who approves what.
  2. Weeks 1 to 2: connect. Card feeds, ledger mapping, HR list for users and managers.
  3. Weeks 2 to 3: pilot. One team for one month, including reimbursement.
  4. Week 4 onward: roll out. Train approvers first; then everyone else.
  5. After two closes: tighten. Adjust rules where the pilot found false alarms or gaps.

Questions to ask in a demo

  • Show a receipt captured on a phone, matched to a card transaction, coded and posted to our ledger.
  • Configure one of our policy rules live and show what the employee sees when they break it.
  • Show the approver's view on a phone, and what happens when the approver is away.
  • How are receipts stored, and can we export them with their images?
  • What happens to an expense in a foreign currency, from capture to reimbursement?
  • What does pricing count as a user: anyone invited, or anyone who submits?

Back to contents

Red flags in a contract

  • Receipts that do not export. You need to keep records that support a tax return until its period of limitations runs out 2; the images must leave with you.
  • User definitions that differ from the pricing page. Get the definition of a billable user into the order form.
  • Minimum seat commitments above your headcount for the term.
  • No independent controls report. An expense tool holds employee and payment data; ask for its SOC report 3.
  • Bundled card terms. If the tool comes with a card, read the card agreement as carefully as the software terms.
